Roles and Responsibilities

  • Facilitates standardization of the demand signal in order to optimize the purchasing of medical supplies, health care technology, and services
  • Executes MEDLOG Shared Services per approved Coordinated Concept of Operation (CONOPS)
  • Executes Defense Medical Materiel Program responsibilities per DODI 6430 .02
  • Chairs the Defense Medical Logistics Proponent Committee (DMLPC), the joint governing body for DoD Medical Logistics.
  • Co-Chairs the Defense Medical Logistics Supply Chain Council (DMLSCC) 06 Board which serves as a collaborative forum to facilitate and integrate the development of strategic and operational relationships, capabilities, performance standards, and system integration necessary for effective and efficient medical supply chain support across DOD.
  • Develops a shared strategic direction and vision for the DHA medical logistics functions and programs; Coordinates with Service Medical Logistic Chiefs from the Army, Navy, Air Force, and Marine Corps as well as the Defense Logistics Agency, FHP&R, and the Joint Staff for the management and development of tri-service medical logistics initiatives .
  • Oversees a headquarters staff of approximately 46 employees (total force); Interacts with other DHA functional areas as the medical logistics business functional representative; prepares and delivers senior-level briefings; Manages and coordinates development, implementation, and compliance oversight of DHA initiatives to improve efficiency and effectiveness of Military Health System (MHS).
  • Establishes reporting requirements for DHA Supply, Equipment , and MEDLOG Services Initiatives and prepares, analyzes, and makes recommendations regarding initiative performance to the DHA Director and DHA leadership .
  • Directs the DHA Medical Logistics staff engaged in the planning and execution of business process reengineering initiatives, management of enterprise actions collection, and analysis of initiative performance data.
  • In coordination with the Services, DLA, DMLPC Principles, coordinates the development and implementation of process improvements for medical logistics; Participates in development of DHA guidance necessary to implement OASD (HA) policies associated with standardization and purchasing of medical supplies; Participates in development of DHA strategies and guidance for management of authoritative data.
  • Coordinates with counterparts in the Services and other Federal agencies to establish a collaborative network that fosters unity of and optimization of DoD purchasing power; Coordinates with non-DoD medical logistics organizations to assess ‘best practices’ in medical logistics.
  • Advises the DHA Director on all aspects of medical logistics; Serves as DHA MEDLOG representative to DoD and Federal work groups and committees.

Experience and Required Grade:

  • Grade of O-6 (any specialty) but must have significant knowledge of knowledge of and experience with medical logistics and operations.
  • An advanced degree in a relevant field.
  • Eligible to obtain a Top Secret security clearance.

The Incumbent serves as Deputy Director, Education and Training, responsible for Education and Training policy, resourcing and oversight at the enterprise level.  Incumbent must have excellent speaking and writing skills, collaborative nature, ability to represent Navy Medicine Education and Training with authority in multi-agency settings and must be skilled in leading a high-functioning team.

MAJOR DUTIES

  • Senior Education and Training advisor to Director, Total Force.
  • Pre-briefs for Surgeon General and Deputy Surgeon General in preparation for high-level meetings/congressional testimony.
  • Sets M7 strategic goals in alignment with SGs priorities.
  • Educates stakeholders in the development of education and training requirements development and validation.
  • Represents Navy Medicine on tri-Service/multi-agency committees and working groups, most notably the Defense Health Agency Education and Training Shared Service Working Group.
  • Coordinates and approves responses to RFIs and taskers.
  • Ensures M7 collaboration and communication across BUMED codes.
  • Ensures close communication and collaboration with NMETC.
  • Leads a small, highly-functioning team.
  • Personally prepares briefs, presentations and point papers.

SPECIAL REQUIREMENTS

  • Knowledge and Experience with Navy Medicine education and training organizations and systems.
  • Experience working in a tri-Service/multi-agency environment.
  • Must be able to recognize and communicate long-term consequences of decisions.
  • Must be able to think strategically and globally.
  • Must be able to maximize interoperability while maintaining Navy equities.
  • Must have excellent verbal and written communication skills.

Navy Legislative Fellowship NAVADMIN Released

This NAVADMIN solicits applications for the 2017 Navy Legislative Fellowship Program. The Legislative Fellows Program allows naval officers, senior enlisted and Department of the Navy civilians to broaden their understanding of the legislative process and the operation of the U.S. Congress through a year-long full-time assignment to the office of a Member of the House of Representatives or the Senate. The Legislative Fellows Program also enhances the Navy’s ability to fulfill its role in the national policy development process.

2. This is a highly competitive program. Applicants records must reflect sustained superior performance and potential for future assignments in critical billets. Upon completion of the program, officers earn a Legislative Additional Qualification Designator. Additionally, there is an opportunity to earn a Legislative Studies Certificate through a sponsoring agency.

3. Military Applicants. Participation is open to unrestricted line officers, restricted line officers, and staff corps officers in the permanent grades of O-3 through O-5. Enlisted participation is open to all rates in the permanent grades of E-7 through E-9. The selection process will focus on individual performance, promotion potential, academic and subspecialty qualifications, needs of the Navy, and availability for follow-on assignment. Officers with permanent change of station orders already issued will not be considered.

a. Applicants must be available for Permanent Change of Station assignment to Washington, DC, from November 2016 through December 2017. During the fellowship, officers and senior enlisted will be assigned to the Office of Legislative Affairs (OLA) for administrative purposes. Upon execution of orders, fellows agree to serve for three years following completion or termination of the fellowship. A follow-on utilization tour in legislative affairs is preferred (making career timing an important consideration), but depends on community-specific billet requirements, needed
officer progression, and availability of legislative assignments. All officer applicants must contact their detailers for counseling on the career impact of participation in the Legislative Fellowship Program.

The Medical Corps Chief invites interested officers to apply for an opening in the Medical Corps Chief’s Office as Medical Corps Policy and Practice Officer. Senior Detailer Position – CAPT/CAPT(s) Only

This in an announcement to all O-6 Medical Corps officers eligible to transfer in summer 2016.  O-6 Selects must be an O-6 at the time of their PCS.

The Senior MC Detailer will be transferring and needs to find a suitable replacement to fill this high profile and demanding  job.  PERS prefers officers who have been in overseas and operational billets during their careers.  You must be a good communicator, mentor, and listener.  All specialties are eligible.  You cannot have a history of PRT failure within last 3 years, and typically it is 2 year assignment with an option to extend.

Duties include:

  • Head of Medical Corps Assignments (>3700 officers).
  • Oversee two O5 detailers and one LCDR detailer.
  • PERS advisor to the GME Selection Board.
  • Surgical Subspecialties Detailer – work closely with Specialty Leaders and Placement to detail > 700
    officers.
  • MC Executive Medicine Detailer – work closely with the Medical Corps Chiefs Office to screen, coordinate and write orders for MC Executive Medicine candidates.
  • Promotion Board Nominations – select MC officers to sit on boards as Recorders and Voting Members.
  • Numerous other duties involving special nominative billets, special projects, and point papers.
  • Daily interactions with Corps Chief Office and BUMED

Deputy Division Chief (O5/O6), Defense Medical Readiness Training Institute, Education and Training Directorate

The Medical Officer historically fills the Deputy Division Chief position and is considered a leadership position within the DHA Education and Training Directorate. The member should be in the grade of O-5/O-6. General Surgery is the primary choice followed by Emergency Medicine. The position will be vacant 01 June 2016, and a replacement is required. It is preferred that the physician have operational experience and clinical relevance in trauma or critical care. The duty location is Fort Sam Houston, Texas. The position encompasses the following responsibilities:

-Deputy Division Chief of unique Tri-Service training organization, consisting of 104 Army, Navy, and Air Force service members, DoD civilians, and contractors.
-Responsible as the Medical Director for 33 resident and non-resident courses.
-As the Medical Director responsible for validating course curriculum in the Combat Casualty Care Course (C4) which serves as a military unique curriculum for the Services.
-Program manager and instructor for Advanced Trauma Life Support.
-Program manager and instructor for Emergency War Surgery.
-Program manager and instructor Advanced Burn Life Support.

Head of Student Programs Position at BUMED Available – O4

There is an opportunity available for physicians at their PRD this summer or in the DC area. The position shall be a senior LCDR with operational experience who has completed a utilization tour post residency.

The Head of Student Programs provides oversight of the Health Professions Scholarship Program (HPSP); Financial Assistance Program (FAP); Navy Active Duty Delay for Specialists Program (NADDS) and the Nurse Candidate Program (NCP). The Head of Student Programs position is responsible for providing assistance and career information to all enrolled participants in all Corps and serves as the Assistant Department Head.
