RMKS/1. This NAVADMIN announces application procedures for the September
2016 distance learning Executive Master of Business Administration (EMBA)
program. The program will be taught in the fleet concentration areas
(Norfolk, Washington, DC, and San Diego) and other eligible sites.
2. The Naval Postgraduate School (NPS) defense-focused EMBA is a 24-month,
fully-funded, part-time graduate program focused on resource management. The
program prepares middle to senior grade active-duty officers, lieutenant
commander (select) and above, whose career paths do not support in-resident
graduate education.
3. The program begins with a one-week temporary additional duty (TAD)
resident program at the NPS campus in Monterey, CA. Official travel orders
and funding for TAD travel will be provided by the student’s parent command.
If command funding is not available, students may fund their own travel and
utilize no-cost TAD orders from their command. During resident week,
students will take a two-credit hour course in managing teams. Additionally,
students will interact with the faculty who will be teaching throughout the
program and master the skills required to learn via distance learning
methods. The NPS program is scheduled for the week of 19-24 September 2016.
A block of rooms has been reserved at Navy Lodge, Monterey, CA for attendees.
Optionally, the NPS bachelor officers quarters on campus may be utilized on a
space available basis. Transportation by bus will be provided to and from
the Navy Lodge for daily classes on the NPS campus to minimize TAD costs.
4. NPS faculty use video teleconferencing (VTC), and other distance learning
modes to teach the follow-on courses. Students meet in VTC capable
classrooms once a week during normal duty hours for six to seven hours of
instruction, taking two classes per quarter for eight quarters. Students
enter the EMBA program as a cohort and will take all courses together as a
learning team (minimum 5 personnel). All students must recognize that
attending classes with their respective cohort is mandatory to complete the
degree requirements. VTC instruction will begin during the week of 27
September 2016.
5. Eligibility requirements include an undergraduate degree from a
regionally accredited 4-year college or university, academic profile code of
245 (2.6 grade point average or higher on a 4 point scale) and 2 pre-calculus
courses with a grade average of B or better. A commanding officer
endorsement letter is required to participate in the program. Department
head or similar mid-level management experience and strong potential for
promotion are preferred. Participants must have a projected rotation date no
earlier than September 2018. The Graduate Management Admission Test is not
required.
6. Graduates will be awarded an EMBA degree from NPS and the Navy
subspecialty code 3100P, Financial Management Defense Focus. Per reference
(a), officers participating in this program must agree to remain on active
duty following completion of graduate studies for a period of three years.
This obligation is discharged concurrently with any other service obligation
already incurred. This agreement does not obligate the Navy to retain the
officer on active duty.

the application process is no later than 8 July 2016. The EMBA program

New USUHS Masters and Doctoral Medical Education Degrees
The Uniformed Services University of the Health Sciences (USUHS) has some new degrees for anyone looking for a medical education degree. If you are on active duty you have to be local to attend. They are, however, working on a pathway for active duty to apply and PCS there to do the degree if accepted, similar to how they do the Naval War College. The info is contained in these PDF files:

Background and Purpose
The American Board of Medical Specialties (ABMS) Visiting Scholars Program is a one-year, part-time program that is intended to provide exposure to the fields of professional assessment and education, quality improvement (QI), and regulatory policy while promoting research and scholarship in areas related to Board Certification and Maintenance of Certification (MOC)/Continuing Certification (CC) that are important to the ABMS Member Boards Community.
Scholar Benefits
- Scholars receive support from ABMS leadership to enhance their research projects related to Board Certification and MOC/CC
- Scholars receive a unique education about current ABMS issues and initiatives through interactive monthly videoconferences and in-person meetings with health care and Member Board Community leaders
- Scholars receive an introduction to the ABMS Member Boards Community through in-person participation in committee meetings, conferences and forums, and discussions with leadership
- Scholars are linked to appropriate contacts within ABMS and the Member Boards Community who will assist with the spread and scale of the scholars’ research projects
- Scholars will have ongoing engagement with the ABMS Member Boards Community through an alumni network
Who Should Apply?
The program is open to junior faculty including assistant professors and instructors, fellows, residents, medical students, public health students, graduate students and PhDs in health services research and other relevant disciplines who are working on or developing a research project related to Board Certification and MOC/CC.

New Masters in Health Administration Executive Clinical Leadership Track
There is a new program for officers who want to pursue a Masters in Health Administration while on active duty. The program is described in this white paper, and the Navy point-of-contact for the program is CAPT Lynn T. Downs. I don’t usually put people’s contact info in public posts, so just check the global e-mail directory for her e-mail address if you have questions.
Of note, to apply for this program you must do so through the Graduate Medical Education Selection Board. You can read about my thoughts on advanced degrees here:
Fleet Seminar Program NAVADMIN Released
There are many ways to get Joint Professional Military Education I (JPME I). You can do it on-line, via CD-ROM, by attending a war/service college full-time (cheat sheet here), or by attending a distance learning program where you live. This last option, run by the Naval War College, is called the Fleet Seminar Program.
In brief, you attend class once/week from September to May. Once you are done with all three courses, you have JPME I. And if you complete 9 additional credits in a concentration area you can get a Masters degree from the War College without ever having to attend it full-time.

This position, Deputy Director, M7 reports to Director, Total Force, Bureau of Medicine and Surgery (BUMED). We value and create an environment where quality is maximized through excellence in patient care, graduation education, research, and professional development. The Incumbent serves as Deputy Director, Education and Training, responsible for Education and Training policy, resourcing and oversight at the enterprise level. Incumbent must have excellent speaking and writing skills, collaborative nature, ability to represent Navy Medicine Education and Training with authority in multi-agency settings and must be skilled in leading a high-functioning team.
MAJOR DUTIES
- Senior Education and Training advisor to Director, Total Force.
- Pre-briefs for Surgeon General and Deputy Surgeon General in preparation for high-level meetings/congressional testimony.
- Sets M7 strategic goals in alignment with SGs priorities.
- Educates stakeholders in the development of education and training requirements development and validation.
- Represents Navy Medicine on tri-Service/multi-agency committees and working groups, most notably the Defense Health Agency Education and Training Shared Service Working Group.
- Coordinates and approves responses to RFIs and taskers.
- Ensures M7 collaboration and communication across BUMED codes.
- Ensures close communication and collaboration with NMETC.
- Leads a small, highly-functioning team.
- Personally prepares briefs, presentations and point papers.
SPECIAL REQUIREMENTS
- Knowledge and Experience with Navy Medicine education and training organizations and systems.
- Experience working in a tri-Service/multi-agency environment.
- Must be able to recognize and communicate long-term consequences of decisions.
- Must be able to think strategically and globally.
- Must be able to maximize interoperability while maintaining Navy equities.
