How to Be Considered for Promotion if You’ve Been on Active Duty for Less Than 1 Year

The FY19 promotion board NAVADMIN was recently released. If you are in-zone or above-zone for an upcoming promotion board but you’ve been on active duty for less than 1 year, you should read #5 from the NAVADMIN, which says:

5. In-zone and above-zone eligible officers in the grades of lieutenant, lieutenant commander, and commander, whose placement on the Active-Duty List is within one year of the convening dates of these boards, are automatically deferred unless they specifically request to be considered. The officer may waive this deferment and request consideration for promotion in a signed written letter, emailed to: NPC_Officer_SELBD_Elig_Waivers.fct (at) navy.mil or mailed to:

5720 Integrity Drive
Millington, TN 38055-0000

The request must be received by PERS-80 not later than 30 days prior to the convening date of the board.

What does this mean and why would it apply to you? Maybe you had prior service, you went to medical school, and now you’re a senior LT who is in-zone for LCDR right away. Maybe you did a civilian NADDS residency and you are in-zone right away for LCDR. There might be other situations that would put you in this position, like getting time-in-grade credit for a PhD.

If you believe you are in this position, here is what I’d do:

  1. Confirm you are in-zone or above-zone. How can you do this? The easiest way is to either read the Promo Prep or get the FY19 lineal list. Or you can use this document from PERS.
  2. If you wish to be considered for promotion to LCDR, CDR, or CAPT, so what it says above. Send the letter simply requesting this. You can find templates or letters to the board here or here. It can probably be a very short letter. There is no need to be verbose.
  3. Finally, contact PERS-802: Selection Board Eligibility Branch because I know people who did only #2 (sent a letter) and were not considered. Here’s what their website says:

NAVADMIN 297/17 – Notice of Convening of FY-19 Navy Active-Duty Promotion Selection Boards

This NAVADMIN formally announces the promotion boards and sets the zones. My post a few days ago, though, is points you to the lineal list, which is the easiest way to figure out where you are in relation to the zones.

The promotion boards of note are:

  • 6 FEB 2018 – Staff Corps Captain
  • 27 MAR 2018 – Staff Corps Commander
  • 15 MAY 2018 – Staff Corps Lieutenant Commander

It also contains the instructions for communicating with the promotion boards, and all communication is now due 10 days before the boards start.

Letters to Promotion Boards Now Due 10 Calendar Days Before the Board

MILLINGTON, Tenn. (NNS) — Correspondence with statutory promotion selection boards and the associated continuation boards must now be submitted earlier due to changes contained in the fiscal year (FY) 2018 National Defense Authorization Act (NDAA).

According to NAVADMINs 297/17, 296/17 and 284/17, correspondence is now due 10 calendar days prior to these boards convening. These messages come after the FY18 NDAA changed the deadline for correspondence – also known as letters to the board (LTB) – which effectively changed Sections 614 (for active officers) and 14106 (for reserve officers) of Title 10 U.S. Code.

“FY18’s NDAA has changed the deadline for officers desiring to communicate with from to their promotion selection board from the day prior to convening to no later than 10 days prior to convening,” said Capt. Martin Pompeo, director, Career Progression Division. “The first group impacted by this change will be the is active duty unrestricted and restricted line commanders who are eligible for the Active O6 Line Board scheduled to convene Jan. 17, 2018. The deadline for submitting correspondence to that board is 11:59 p.m. Central time on Jan. 7, 2018.”

For active-duty officers, continuation boards follow each active-duty promotion selection board. Officers are not required to submit an LTB but, if they desire to do so, the correspondence must be received by 11:59 p.m. Central time, 10 calendar days prior to the date their board is scheduled to convene. The schedule of FY-19 Navy active-duty promotion selection board convening dates:

* Active O6 Line Promotion Selection Board convenes Jan. 17, 2018. The Active O5 LDO Line Continuation Selection board follows this board.
* Active O6 Staff Corps Promotion Selection Board convenes Feb. 6, 2018. The Active O5 LDO Staff Corps Continuation Selection Board follows this board.
* Active O5 Line Promotion Selection Board convenes Feb. 13, 2018. The Active O4 Line Continuation Selection Board follows this board.
* Active O5 Staff Corps Promotion Selection Board convenes March 27, 2018. The Active O4 Staff Corps Continuation Selection Board follows this board.
* Active O4 Staff Corps Promotion Selection Board convenes May 15, 2018. The Active O3 CHC/MSC and LDO Staff Continuation Selection boards follow this board.
* Active O4 Line Promotion Selection Board convenes May 21, 2018. The Active O3 LDO Line continuation selection board follows this board.

For reserve and full time support (FTS) officers, continuation boards do not apply. Officers are not required to submit an LTB but, if they desire to do so, the correspondence must be received by 11:59 p.m. Central time, 10 calendar days prior to the date their board is scheduled to convene. How to Get the FY19 Promotion Board Lineal List

There are many ways to figure out if you are going to be ineligible, below zone, in zone, or above zone for promotion during the FY19 promotion boards. The easiest way is to find your name on the lineal list, but it has too much PII to post on a blog. Here’s what you can do:

  • Go to this website (pick the e-mail certificate when you log-on):

  • The lineal list can be found under “Career Management.”
  • Search for your name.
  • Those in zone for promotion are highlighted in yellow.
  • If you are above the yellow you are either already selected for promotion or above zone.
  • If you are in the grey zone below the yellow, you are below zone.
  • If you are below the grey zone, you are ineligible for promotion in FY19.

You can also just read through the Promo Prep, which contains a chart that will allow you to use your date of rank to figure out your promotion zone status.

My Service School OSR Update

I’m in zone for O6 in February, and I’ve attended a number of service schools recently, necessitating an update to my Officer Service Record (OSR). It took months and as the guy who wrote the Promo Prep, it was interesting to actually experience. Here’s how it went down…

This is what the service schools section of my OSR looked like at the start:

“NWC OFFCAMP SE” was added automatically (how nice is that!) in June when I completed JPME I via the Fleet Seminar Program, but the rest are quite old from 2011, 2002, and 2001.

This year I attended the MHS Capstone, Interagency Institute for Federal Healthcare Executives, and Navy Senior Legal Course, all of which are service schools but were not automatically added to my OSR.

How does the guy who wrote the Promo Prep update his service schools? Realizing that nothing is perfect, it might not work the first time, it’ll probably take quite a while, and wanting to get it over with, I used the e-mail, fax, and mailing option discussed in the Promo Prep all at the same time. Once and done! If it didn’t work, I was just going to send a letter to the board.

So, on one day after completing the courses I e-mailed, faxed, and snail mailed the required information.

First I got this:

I’m not sure if the address I have is wrong or the USPS just didn’t like my abbreviations, but the snail mail attempt clearly didn’t work.

Next, I started getting strange e-mails reminiscent of the ones you get when you put in a trouble ticket on your computer. I’m not sure if this was from the e-mail submission, the fax submission, or both. Here’s what one of them looked like:

They then told me I already had too many service schools and needed to pick which ones I wanted:

I told them to just remove the oldest service schools and replace them with the new ones. I then got this message:

As you can see, my three new service schools are all there, and my record is ready for my O6 board. It took about 3 months in total, and involved a returned envelope and some strange e-mails, but thanks to whoever at NSIPS addressed this issue for me.

How to Get Considered for Promotion to LCDR Right Away if You are a LT/Intern With Prior Service

Normally you are not looked at for promotion until you’ve been on active duty for 1 year, but you can ask for this deferment to be waived.  This would be most applicable to any new interns who have prior service and would like to be looked at for promotion to LCDR in the FY19 promotion board that meets in May 2018.

If this is of interest to you, here is how you request a waiver:

  • Submit a waiver of deferment to have your record reviewed by the FY­19 O4 Staff selection board that is scheduled to convene 15 May 2018.
  • In December 2017, there will be a NAVADMIN published (NOTICE OF CONVENING FY­19 NAVY ACTIVE­DUTY PROMOTION SELECTION BOARDS).  This message will provide the eligible zones for paygrades O3 through O6 by competitive category.  Within the message, normally paragraph 5, states, “In­-zone and above­zone eligible officers in the grades of lieutenant, lieutenant commander, and commander, whose placement on the Active­ Duty List is within one year of the convening dates of these boards, are automatically deferred unless they specifically request to be considered. The officer may waive this deferment and request consideration for promotion, in writing, to: Commander, Navy Personnel Command (PERS­-802), 5720 Integrity Drive, Millington, TN 38055­0000. The request must be received by PERS­-802 not later than 30 days prior to the convening date of the board. All officers are reminded it is their responsibility to ensure their personnel records are substantially accurate and complete.”
  • There is no standard format for the letter.  You just need to ensure you clearly identify yourself, state that you wish to waive your deferment for the specific board, and sign the request.
  • PERS would prefer not to receive the letter requesting deferment until after the Notice of Convening message is released.
