White House Fellows Program 2024-25

Founded in 1964 by Lyndon B. Johnson, the White House Fellows program is one of America’s most prestigious programs for leadership and public service. White House Fellowships offer exceptional emerging leaders first-hand experience working at the highest levels of the Federal government. Selected individuals typically spend a year working as a full-time, paid Fellow to senior White House Staff, Cabinet Secretaries, and other top-ranking government officials. Fellows also participate in an education program consisting of roundtable discussions with leaders from the private and public sectors, and potential trips to study U.S. policy in action both domestically and internationally. Fellowships are awarded on a strictly non-partisan basis. The program has fostered a remarkable legacy of leadership. Of the more than 800 alumni in the last half-century, scores have gone on to top positions in the military, business, education, media, and philanthropy. Alumni currently serving in the Administration include Secretary of the Navy Carlos Del Toro, Assistant to the President and National Economic Council Director Lael Brainard, and U.S. Ambassador to Panama Mari Carmen Aponte. The fellowship runs from late August 2024 to late August 2025. Selection criteria include:

  • A record of remarkable early-career professional achievement.
  • Evidence of leadership skills and the potential for further growth.
  • A demonstrated commitment to public service.
  • The skills to succeed at the highest levels of the Federal Government and the ability to work effectively as part of a team.

The application is available until January 5, 2024, at 3:00 p.m. ET. Eligibility: All applicants must be United States citizens, and must have completed their undergraduate education. 2024 MHS Conference – Website Launch

Dear Prospective MHS Conference Attendees: 

The 2024 Military Health System (MHS) Conference is approaching fast! 

In just a few short months, the 2024 MHS Conference will be held April 8 – April 12, 2024 at the Oregon Convention Center in Portland, Oregon. The theme for 2024 MHS Conference is “The Future of Military Medicine – Integrated, Innovative, Ready.”  

The 2024 MHS Conference will present a robust agenda for Department of Defense and MHS leadership communities, as well as our industry partners. This event will highlight current and future-state priorities, communicate lessons learned, and provide a forum for collaboration and unity of effort. 

We are excited to announce that the 2024 MHS Conference website is officially live at www.mhsconference.com. There you can find information on the venue, hotel information, uniform of the day, and much more!  

Registration for approved attendees is currently scheduled to open on December 20, 2023.

RMKS/1. This NAVADMIN announces the continuing availability of NAVFIT98A for
use as an alternative to eNavFit for the completion of performance
evaluations through 31 December 2025.
a. eNavFit was designed to be a bridge to future performance evaluation
modernization, and continues to undergo necessary programming updates in
preparation for additional Fleet testing to enable full access and
functionality.
b. Since the rollout of eNavFit, thousands of performance appraisals
have been successfully submitted via eNavFit both online and offline.
c. The rejection rate for evaluations generated and submitted via
eNavFit is 19% lower than the traditional evaluation system.
d. eNavFit processing time is exponentially faster than the traditional
evaluation system, which means reports get uploaded to a Sailor’s Official
Military Personnel File sooner.
e. While numerous fixes and enhancements have been implemented since
eNavFit was first introduced, there is still work to do to achieve full Navy-
wide implementation.

  1. Commands that have had success with eNavFit are encouraged to keep using
    the system as a means to more efficiently process Sailors’ evaluation
    transactions, to familiarize Sailors with modernized BUPERS Online document
    services, and to identify any further stress points within the applications.

RMKS/1. This NAVADMIN announces the implementation of Dependent Care
Flexible Spending Accounts (DCFSA) for Sailors on Active Duty or Reservists
serving on Title 10 orders, in line with references (a) through (d). The
DCFSA is a pre-tax account used to pay for eligible dependent care services,
such as pre-school, day camp, before or after-school programs, and child or
adult daycare. Contributions are directly deposited from pay into a DCFSA
before taxes are deducted, which reduces a member’s taxable income.

  1. Eligibility. To be eligible for enrollment in a DCFSA, Sailors must be
    on Active Duty or be Reservists serving on Title 10 orders, and have eligible
    dependent care expenses that allow the Sailor and spouse to work, look for
    work, or attend school full-time. For complete eligibility information, see

  2. Enrollment:
    a. Eligible Sailors may enroll in a DCFSA for the 2024 plan during the
    Federal Open Season from 13 November through 11 December 2023. Enrollment
    will be processed by the Federal Flexible Spending Account Program
    at https://fsafeds.com/explore/usmdcfsa. A DCFSA enables participants to
    contribute $100-$5,000 per household per year in pre-tax income to pay for
    dependent care expenses ($2,500 if married and filing separate tax returns).
    A DCFSA operates on a calendar year basis, starting 1 January and ending 31
    December.
    b. Eligible Sailors may also enroll at any time in a DCFSA following a
    qualifying life event such as the birth or adoption of a child, a divorce, or
    a permanent change of station.
    c. Upon enrollment, the specified amount of funds will be withheld from
    the Sailors’ biweekly paycheck beginning the 15th of the month for the
    effective year of eligibility (e.g., 15 January 2024) and deposited into
    their DCFSA.
    d. Funds are available in the Sailors’ DCFSA after each pay period.
    Funds can be withdrawn to directly pay dependent care providers or to
    reimburse dependent care expenses paid out of pocket.
    e. Contributions should be carefully planned to not exceed the total
    amount of qualified expenses anticipated to be incurred during the year.
    f. There is a grace period through 15 March following the plan year
    (e.g., 15 March 2025 for those that enrolled for 2024 plan year) to incur
    expenses. All claims must be submitted by 30 April following the plan year.
    g. Unclaimed contributions will be forfeited after 30 April following
    the plan year (e.g., 30 April 2025 for those enrolled in the 2024 federal
    plan year).
    h. Re-enrollment. Eligible Sailors must re-enroll each year during the
    Federal Open Season to continue participation.
  3. Things to consider before you enroll in DCFSA:
    a. Review your family’s budget and cash flow. Enrolling in a DCFSA will
    impact your take home pay.
    b. Understand your tax benefits. Free tax software and one-on-one help
    from military tax experts are available to Service Members and their
    families.
  4. DCFSA Resources. Free assistance is available to help Sailors make the
    right decision, provide enrollment information, and understand how the DCFSA
    affects both their families’ financial budget and tax situation.
