You Were Selected for Promotion to O5 or O6 – Should You Accept It?

BLUF – If you are hoping to retire but are not willing to serve 3 years as a Commander or Captain, you should decline the promotion.  (This is not applicable if you are resigning.  Only if you are hoping to retire.)

The policy regarding promotions and retirements is governed by OPNAVINST 1811.3A.  If you are lucky enough to be selected for promotion to O5 or O6, you should be familiar with this instruction and make sure you are willing to spend 3 years as a CDR or CAPT before you plan to retire.

Paragraph 4b of the OPNAVINST states:

“Officers must satisfy the minimum active duty time-in-grade requirement to retire in the highest grade satisfactorily served…Officers who desire to retire before completion of the minimum time-in-grade requirement must decline appointment to the next higher grade. Officers who have accepted appointment to the next higher grade must satisfy the retired grade criteria in paragraph 7.”

Seems like we need to go to paragraph 7…

“7. Time-in-Grade Requirements. Unless retirement in the next inferior grade is directed by SECNAV for an officer or warrant officer under reference (c), then officers, warrant officers, and enlisted members retired voluntarily or transferred to the Fleet Reserve shall be retired in the highest grade satisfactorily held upon completion of the following time-in-grade requirements…Three years for an officer serving on active duty in pay grade O5 or O6.”

Paragraph 5b states:

“Unless waived by proper authority, approval of requests for voluntary retirement or transfer to the Fleet Reserve will normally be denied until an individual has completed: (1) The applicable time-in-grade requirements of paragraph 7;”

In addition, paragraph 7e states:

“COMNAVPERSCOM shall normally deny retirement requests or Fleet Reserve requests of members serving on active duty in, whose length of service in the highest grade held while on active duty does not meet the time-in-grade requirements specified above.”

What’s the bottom line?  There are certain exceptions spelled out in this policy, and you can get information on time-in-grade or next-lower-grade waivers here and here, but if you want to retire and accept promotion to CDR or CAPT you should be willing to serve in that rank for 3 years.  Otherwise, you should decline the promotion.

Here are the just released FY18 Staff Corps promotion board members and convening order, which states that the promotion opportunity is 80%.  Below is the section of my Promo Prep document that explains how promotion board math works, because this does not mean you have an 80% chance of promoting.  That said, it is the highest its been in a long time:

Promotion opportunity.  This percentage is multiplied by the zone size to give the number of officers to be selected for promotion.  For example, if the promotion opportunity is 60% and there are 100 officers in-zone, then 60 will be selected for promotion.  This 60, however, may come from officers who are below-zone, in-zone, or above-zone.  For example, maybe 50 of the 60 are in-zone, and 10 are above-zone.  That is why the percentage of people in-zone who are selected for promotion is always lower than the promotion opportunity.  See below…

BLUF – If you are above zone, in zone, or below zone for a FY18 promotion board, it is time to download the Promo Prep Document, read it, and do what it says to make sure you’re ready for the board.

Summary of Specialty Leader Business Meeting

Here is a brief summary of last week’s Specialty Leader Business Meeting that is always held in conjunction with the Graduate Medical Education Selection Board:

  • Current interim Chief Medical Officers (CMOs) need to formally apply to the next screening board in summer 2017. I would STRONGLY encourage other people to apply as well because it is a screened/appointed leadership position that allows you to remain clinically active and that I also think will lead to promotion to O6 if done successfully.
  • Announcements for nominative positions often come out with very little time until the nominations are due.  They all require your CV, BIO, Letter of Intent (LOI), Officer Summary Record (OSR), and Performance Summary Record (PSR).  It is best if you have these ready to go due to the often short timeline.  I will tell you that I update my CV and military biography monthly and have multiple LOI templates at the ready at all times, so I practice what I preach.  Your OSR/PSR can downloaded from BUPERS On-Line anytime, so that requires no prep (assuming BOL is working).
  • Current overall Medical Corps manning is 103.4%.  This is of no real use to you but is simply an interesting fact/statistic.  It does, perhaps, limit our promotion opportunity a lit bit, but…
  • The Medical Corps promotion opportunities for FY18 are expected to be higher than they have been in recent years.  You never know the actual percentage until the board has concluded, but this is certainly good news.
  • As of now, there is no change in the conference approval process.  Sorry.
  • The Career Intermission Program (CIP) has been extended until 2019.  This program allows you to take up to 3 years off from the Navy to do something else, hit the pause button on progression toward promotion, and then return afterward.  You have a 2:1 additional commitment for any time off.  In other words, if you take 2 years off you’ll owe 4 years when you return.  Some people have tried to use the CIP to do fellowships on their own, but that is not the intent of the program and requests for CIP to do a fellowship will be closely scrutinized by BUMED before approval.  Info on the program can be found here or you can contact your Detailer.
  • There is no special pays update.  They are still awaiting the NAVADMIN.  The latest can always be found here:
