Fitrep Update for Upcoming O4/O5 Promotion Boards
Here’s the quick summary of a recent and somewhat lengthy e-mail PERS sent out about the current state of FITREPs and promotion boards. I have removed all the extraneous info and boiled it down to only two items that summarize the whole e-mail:
- They are about 3-4 months behind on uploading FITREPs.
- If you look at your Performance Summary Record (PSR) and do not see a FITREP that you received, you will need to submit it via a letter to the board.
All of the info to review your PSR and figure out your letter to the board is in the Promo Prep.
FY24 Staff Corps O6 Convening Order and Promotion Opportunities
Promotion opportunities are on page 2 and are 90% for MC, 91% for DC, 60% for MSC, and 60% for NC:
What is a “Don’t Pick Me” Promotion Board Letter? Why Would You Send One?
If you go to the Navy Active Duty Officer Promotions Page, you’ll find this at the bottom:

Removing the introductory portion, here is what the meat of this letter says:
- Per reference (a), please do not select me for promotion by the FY-[XX] [ActiveDuty Navy/Navy Reserve] [Grade] [Line/Staff Corps] [Competitive Category] Promotion Selection Board.
That’s it. All it says to the promotion board is, “Don’t pick me.”
Why would or should a physician send a letter requesting NOT to be considered by a promotion board? Here are a few reasons:
- You know that you are resigning and will not be joining the Reserves – If you are just paying your time back and getting out, do your fellow officers a favor and remove yourself from consideration. It is hard enough to promote nowadays. Having one less person to compete with helps out those who are willing to stick around. Yes, if you are picked and get promoted soon enough you could get some extra pay for a little while before you resign, but I’d say the general karma of letting someone else get the promotion outweighs that small financial benefit.
- You are an O4 or O5 who is retiring but you know that if selected for promotion you won’t accept it – Why would someone not accept a promotion? Because a promotion to O5 or O6 obligates you for 3 more years if you intend to retire. And the Navy still isn’t letting anyone get out early. If you want to get out as fast as possible with a 20 year retirement, taking a promotion to O6 in year 18 means you must stick around until year 21 at least.
So…if #1 or #2 above are applicable, consider sending a “Don’t Pick Me” letter. Make sure, though, that you are 100% POSITIVE that nothing in your situation will change. Lots of people who think they are going to get out, not join the Reserves, or want to retire right at 20 years later change their mind.
And remember, they are now due 10 days before a board convenes (not 24 hours like before).

3. For promotion to the grade of lieutenant, an All-Fully- Qualified-
Officers List (AFQOL) consisting of those officers recommended for promotion
on their most recent fitness reports will be sent to the Secretary of the
Navy, who will certify the AFQOL and forward the list to the Secretary of
Defense. Those officers determined not fully qualified for promotion will be
omitted from the AFQOL, constituting a failure of selection. The All-Fully-
Qualified (AFQ) standard applies to all designators. The AFQ standard will
also be utilized for any officers administratively missed when the original
lists were compiled.
4. Officers in the grades of lieutenant, lieutenant commander, and commander
are eligible for consideration for promotion only if they have served
continuously on either the RASL or Active Duty List (or a combination of both
lists) during the one-year period ending on the date of the convening of the
promotion board. Accordingly, officers returning to an active status from a
period of inactive or broken service (USNR-S2, discharge) are eligible for
consideration for promotion only after continuously serving in an active
status for one full year. Membership in the Individual Ready Reserve does
not qualify for deferment of eligibility for consideration.
5. Only eligible officers may communicate with a promotion selection board
via the letter to the board (LTB) process. NAVADMIN
220/19 announced the introduction of a new application known as Electronic
Submission of Selection Board Documents (ESSBD), accessible through MyNavy
Portal (MNP). ESSBD improves the speed, transparency, and confidence of
receipt over current LTB submission methods, such as hard copy and e-mail
submitted letters and related attachments.
a. ESSBD will be available for all promotion and selection boards.
b. ESSBD provides board candidates with the capability to electronically
submit LTBs in a standard, consistent format, with or without attachments and
will allow the candidate to see (for content and clarity) exactly what will
be delivered and presented to the board.
c. To use ESSBD, candidates must access document services through MNP at
https://www.mnp.navy.mil/group/my-record. On-screen instructions will direct
the submitter thereafter.
d. Submission and subsequent receipt acknowledgement for LTBs submitted
via ESSBD or other means does not constitute confirmation of eligibility for
the boards to which LTBs are submitted. If required, a full visual user
guide is available at https://www.mnp.navy.mil/group/advancement-and-
promotion.
e. LTBs must be received by Navy Personnel Command not later than 2359
(central standard time (CST)) 10 days prior to the convening date of the
respective board, as noted below. Submitters are cautioned not to wait until
the deadline date to submit LTBs via ESSBD or other available avenues.

g. The written communication may call attention to the board any matter
concerning the record of the officer that the officer considers important.
Written communication may include, as enclosures, correspondence from any
individual concerning the eligible officer. Correspondence not originated by
the eligible officer, including endorsement to the letter of the eligible
officer and letters written on behalf of that officer, must contain a written
acknowledgement by the eligible officer that he or she desires such
correspondence be presented to the board.
Correspondence without such an acknowledgement is considered third party
correspondence and will be returned without being presented to the board.

7. The Secretary of the Navy has authorized the Reserve Active- Status List
line and staff corps promotion boards for the grades of captain, commander,
and lieutenant commander to reorder their recommended promotion list based on
particular merit as allowed by section 14108 of title 10, U.S. Code. An
officer may be placed higher on a promotion list only if the officer receives
the recommendation of at least a majority of the members of the board.
For officers recommended to be placed higher on a promotion list, the board
shall recommend the order in which those officers should be placed on the
list.
8. All officers are reminded it is their responsibility to ensure their
personnel records are accurate and complete.
9. This NAVADMIN will be canceled for record purposes on 30 September 2024.

How to Be Considered for Promotion if You’ve Been on Active Duty for Less Than 1 Year
The FY24 promotion board NAVADMIN was released. If you are in-zone or above-zone for an upcoming promotion board but you’ve been on active duty for less than 1 year, you should read paragraph #8:
8. In-zone and above-zone eligible officers in the grades of chief warrant officer 2/3/4, lieutenant, lieutenant commander and commander, whose placement on the active-duty list is within one year of the convening dates of these boards, are automatically deferred unless they specifically request to be considered. What does this mean and why would it apply to you? Maybe you had prior service, you went to medical school, and now you’re a senior LT who is in-zone for LCDR right away. Maybe you did a civilian NADDS residency and you are in-zone right away for LCDR. There might be other situations that would put you in this position, like getting time-in-grade credit for other experience.
If you believe you are in this position, here is what I’d do:
- Confirm you are in-zone or above-zone. How can you do this? The easiest way if you are MC is to read Chapter 2 of the Promo Prep. Or you can use your date or rank and the zones spelled out in this NAVADMIN. Or you can hunt down your Corps’ lineal list, which are floating around as they were released in mid-DEC (as they always are).
- If you wish to be considered for promotion to LCDR, CDR, or CAPT, do what it says above. Send the letter simply requesting this. It can probably be a very short letter. There is no need to be verbose.
