Navy Legislative Fellowship NAVADMIN Released
This NAVADMIN solicits applications for the 2017 Navy Legislative Fellowship Program. The Legislative Fellows Program allows naval officers, senior enlisted and Department of the Navy civilians to broaden their understanding of the legislative process and the operation of the U.S. Congress through a year-long full-time assignment to the office of a Member of the House of Representatives or the Senate. The Legislative Fellows Program also enhances the Navy’s ability to fulfill its role in the national policy development process.
2. This is a highly competitive program. Applicants records must reflect sustained superior performance and potential for future assignments in critical billets. Upon completion of the program, officers earn a Legislative Additional Qualification Designator. Additionally, there is an opportunity to earn a Legislative Studies Certificate through a sponsoring agency.
3. Military Applicants. Participation is open to unrestricted line officers, restricted line officers, and staff corps officers in the permanent grades of O-3 through O-5. Enlisted participation is open to all rates in the permanent grades of E-7 through E-9. The selection process will focus on individual performance, promotion potential, academic and subspecialty qualifications, needs of the Navy, and availability for follow-on assignment. Officers with permanent change of station orders already issued will not be considered.
a. Applicants must be available for Permanent Change of Station assignment to Washington, DC, from November 2016 through December 2017. During the fellowship, officers and senior enlisted will be assigned to the Office of Legislative Affairs (OLA) for administrative purposes. Upon execution of orders, fellows agree to serve for three years following completion or termination of the fellowship. A follow-on utilization tour in legislative affairs is preferred (making career timing an important consideration), but depends on community-specific billet requirements, needed
officer progression, and availability of legislative assignments. All officer applicants must contact their detailers for counseling on the career impact of participation in the Legislative Fellowship Program.

BUMED Medical Corps Policy & Practice Officer Position – CAPT/CAPT(s)
The Medical Corps Chief invites interested officers to apply for an opening in the Medical Corps Chief’s Office as Medical Corps Policy and Practice Officer. Active issues include ensuring currency and competency for providers, evaluating courses of action in the ongoing operational medical officer conversion effort, and physicians’ roles in highly reliable health care.
They are ideally looking for someone to arrive in the June timeframe as the incumbent departs in July as to allow for turnover, but they will consider all interested people. All interested parties should contact the Corps Chief’s Office as directed in these documents:
Senior Detailer Position – CAPT/CAPT(s) Only
This in an announcement to all O-6 Medical Corps officers eligible to transfer in summer 2016. O-6 Selects must be an O-6 at the time of their PCS.
The Senior MC Detailer will be transferring and needs to find a suitable replacement to fill this high profile and demanding job. PERS prefers officers who have been in overseas and operational billets during their careers. You must be a good communicator, mentor, and listener. All specialties are eligible. You cannot have a history of PRT failure within last 3 years, and typically it is 2 year assignment with an option to extend.
Duties include:
- Head of Medical Corps Assignments (>3700 officers).
- Oversee two O5 detailers and one LCDR detailer.
- PERS advisor to the GME Selection Board.
- Surgical Subspecialties Detailer – work closely with Specialty Leaders and Placement to detail > 700
officers. - MC Executive Medicine Detailer – work closely with the Medical Corps Chiefs Office to screen, coordinate and write orders for MC Executive Medicine candidates.
- Promotion Board Nominations – select MC officers to sit on boards as Recorders and Voting Members.
- Numerous other duties involving special nominative billets, special projects, and point papers.
- Daily interactions with Corps Chief Office and BUMED
The position involves a good lifestyle and excellent command environment. There is a Primary Care Clinic available on base for part-time work. Moonlighting opportunities are available in the community.

Deputy Division Chief (O5/O6), Defense Medical Readiness Training Institute, Education and Training Directorate
The Medical Officer historically fills the Deputy Division Chief position and is considered a leadership position within the DHA Education and Training Directorate. The member should be in the grade of O-5/O-6. General Surgery is the primary choice followed by Emergency Medicine. The position will be vacant 01 June 2016, and a replacement is required. It is preferred that the physician have operational experience and clinical relevance in trauma or critical care. The duty location is Fort Sam Houston, Texas. The position encompasses the following responsibilities:
-Deputy Division Chief of unique Tri-Service training organization, consisting of 104 Army, Navy, and Air Force service members, DoD civilians, and contractors.
-Responsible as the Medical Director for 33 resident and non-resident courses.
-As the Medical Director responsible for validating course curriculum in the Combat Casualty Care Course (C4) which serves as a military unique curriculum for the Services.
-Program manager and instructor for Advanced Trauma Life Support.
-Program manager and instructor for Emergency War Surgery.
-Program manager and instructor Advanced Burn Life Support.

BUMED CMIO Position Available – O5/O6

Head of Student Programs Position at BUMED Available – O4
There is an opportunity available for physicians at their PRD this summer or in the DC area. The position shall be a senior LCDR with operational experience who has completed a utilization tour post residency.
The Head of Student Programs provides oversight of the Health Professions Scholarship Program (HPSP); Financial Assistance Program (FAP); Navy Active Duty Delay for Specialists Program (NADDS) and the Nurse Candidate Program (NCP). The Head of Student Programs position is responsible for providing assistance and career information to all enrolled participants in all Corps and serves as the Assistant Department Head. Pentagon Flight Medicine Clinic Position – O4/O5
A clinical position located in the Pentagon Flight Medicine Clinic (that administratively falls under Walter Reed) will be available and vacant in the summer 2016. The position description is:
Description: Flight Surgeon AND Residency Trained in Family Medicine, Internal Medicine or Emergency Medicine. Serves as the Navy member of the Pentagon Flight Medicine Clinic team and PCM for senior staff and aviators of all service branches assigned to the Pentagon. Participates in a variety of aerospace medicine programs and is a fully-functional flight surgeon supporting various aspects of the flight and occupational medicine programs for the Pentagon Flight Medicine Clinic. This physician must be clinically inclined and will have the opportunity to support DoD Travel Delegations overseas and precept medical students at USUHS if desired. LCDR or CDR rank.
Mandatory Qualifications:
1. Designated Flight Surgeon
2. FM, IM or EM board certified.
3. Ability to obtain a Top Secret Clearance

Flag Aide to the Surgeon General Position – O4/O4 Select
BUMED is soliciting for nominations for the position of Flag Aide to the Surgeon General. The position is open to any O-4 or O-4 select, and the candidate should be able to serve in the position for a minimum of one year although two years is preferred. Each candidate should submit a Bio/CV, and letter of intent that describes the candidate experience, aptitude, and motivation for the position. Packages are due to BUMED by 13 January, will be reviewed, and then interviews will be conducted with the top candidates.

O5/O6 Position at National Defense University
There is a nominative position for a O-5/O-6 physician. If you read the position description you'll see that you serve as a provider in their clinic for 1 year, and then you are a student for the 2nd year. They are primarily looking for a primary care provider due to the duties required in the clinic. Anyone interested should contact their Detailer or Specialty Leader no later than 15 February 2016.

One of three section chiefs in the Immunization Healthcare Branch.
The role of Clinical Services Section is to anticipate, assess, and mitigate existing and emerging vaccine preventable disease by:
–Providing expert clinical consultation and case management 24 hours/day, 365 days a year
–Providing comprehensive healthcare clinical support and patient advocacy
–Supporting management of pandemic emergencies
–Delivering best quality immunization healthcare information, educational resources, and training services on-line and on-site
–Monitoring and evaluating the safety of vaccines
–Contributing to the body of knowledge in immunization healthcare through public health investigations, surveillance, and clinical studies
Responsible for leading and managing the 37 Civil Service employees in grades GS-11 to GP-15 assigned to the Clinical Operations Office and the Education and Training Office. My staff works in seven locations scattered
across the United States.
Preferred speciality in Aerospace Medicine/Occupational Medicine/Preventive Medicine.
