Navy Announces Targeted Reentry Program

MILLINGTON, Tenn. (NNS) — In support of Sailor 2025’s goal to retain and reward the Navy’s best and brightest, the Navy announced Feb. 27 the Targeted Reentry Program (TRP) and associated program guidelines to expedite reentry into the Navy in NAVADMIN 047/18.

The TRP is designed to benefit both the Sailor and the Navy by allowing a return to service for those who are well trained leaders with valuable and needed skills and will be offered to selected Sailors prior to their departure from the Navy.

The TRP empowers Commanding Officer’s (COs) to identify Active Component and Full Time Support officer and enlisted personnel who have elected to leave active duty (AD) service and do not desire to affiliate with the Ready Reserve and recommend them to be awarded a “Golden Ticket” or “Silver Ticket,” giving them the option for expedited reentry to AD if they decide to return to the Navy.

“Talent is tough to draw in and even tougher to keep,” said Vice Adm. Robert Burke, Chief of Naval Personnel. “Just like corporate businesses are adapting, the Navy must adapt to modern personnel policies as well. These changes are designed to maximize opportunities for command triads to advance their best Sailors while managing community and individual rates’ health.”

O-3 and O-4 officers and E-4 to E-6 enlisted, who have completed their Minimum Service Requirement (MSR), but not yet reached 14 years of active service are eligible for consideration for TRP. Also, an officer’s or enlisted’ s community qualifications must be obtained, superior performance annotated in Fitness Reports or Evaluations, and have passed their most recent Physical Fitness Assessment (PFA). Officers who have failed to select for promotion are not eligible. Prospective participants must meet character standards, i.e. no record of civil arrest/NJP, court-martials, failed drug screenings, etc.

The Golden Ticket recipients are guaranteed a quota and an expedited return to AD within one year of release as long as they remain fully qualified. Silver Ticket recipients are afforded an expedited return to AD within two years of release, subject to the needs of the Navy and that they remain fully qualified. Golden Tickets, if not used within one year, will convert to Silver Tickets for an additional year. Silver Tickets not used within two years of release from AD expire.

Sailors who accept a Golden or Silver Ticket prior to release from active duty will go into a minimum reserve status, known as Standby Reserve- Inactive (USNR-S2) status. In this reserve status, Sailors will have no participation requirement and will not be eligible for promotion or advancement or be eligible for health care, retirement points, Servicemembers Group Life Insurance and other benefits. The Date of Rank of officers and Time in Rate of enlisted TRP participants will be adjusted upon returning to AD. Sailors who return to active duty using TRP will maintain the last rating and paygrade held at the time of separation.

BUPERS-3 is the approving authority for all TRP ticket request and will make determinations based on overall performance, community health, and needs of the Navy. Once approved for a Golden or Silver Ticket, officer and enlisted personnel will have the option to accept or reject participation in the TRP prior to their release from AD.

Sailor 2025 is comprised of nearly 45 initiatives to improve and modernize personnel management and training systems to more effectively recruit, develop, manage, reward, and retain the force of tomorrow. It is focused on empowering Sailors, updating policies, procedures, and operating systems, and providing the right training at the right time in the right way to ensure Sailors are ready for the Fleet. Sailor 2025 is organized into three main lines of effort, specifically Personnel System Modernization, Ready Relevant Learning and Career Readiness.

Retirement and Separation/Resignation Requests Now Requested in NSIPS

I announced this change back in November, but it has officially gone live. Anyone with access to NSIPS is required to use it for retirement and resignation requests effective 1 January, 2018.

The new system allows members to initiate retirement and separation requests electronically via NSIPS self ­service, route them through their chain of command for review and recommendation, and then electronically route the request to Navy Personnel Command (NPC) for a decision. This improvement provides transparency for service members as to the status of their request, provides an integrated waiver process when needed, and provides an electronic notification of the final disposition of the request for both the member and the command.

Also of note, statutory retirement notifications are now being generated through NSIPS to eliminate printing and distributing business letters via the postal service. A statutory retirement occurs when a LCDR hits 20 years of commissioned service (not counting enlisted time), a CDR 28 years, and a CAPT 30 years.


Early Separation Policy NAVADMIN Cancellations

The NAVADMIN is below and here if you want to read it, but what is the short story? The Navy is growing, and they’re not going to let you out early anymore. In other words, if you want to RETIRE (not resign) as a CDR or CAPT, you are going to have to serve your full 3 years in that rank before they’ll let you out. You can read more details in this post.

2.  We are in a growing Navy.  This requires more people, at a time when we 
are still working our way back to desired sea duty manning levels, and when 
the competition for talent is especially keen.  We will certainly recruit and 
train many more Sailors to help meet these demands, but that will not be

readiness of the Navy.  Therefore all early out programs and minimum service 
requirement waiver programs are cancelled.  Service commitments such as 
enlistment contracts, service obligations for accepting promotions, bonuses,

our Navy.  You will see many additional policy changes in the coming weeks 
and months to set us on the right course.  However, the most important tool 
we have is deckplate leadership and its ability to influence retention.  The

Retirement and Resignation Requests Will Be Submitted on NSIPS as of 1 JAN 2018

Here is a NAVADMIN that was just released about retirement and resignation requests being submitted on NSIPS. Since many Medical Officers are allergic to NAVADMINs, here are the highlights:

  • This functionality allows members to initiate requests electronically via NSIPS self-service, route them through their chain of command for review and recommendation, and then electronically route the request to Navy Personnel Command for a decision.
  • This improvement provides transparency for our service members on the status of their requests, an integrated waiver process when needed, and electronic notification of the final disposition of requests for both the member and the command.
  • All officers submitting their voluntary resignation or retirement must utilize NSIPS for requests initiated on or after 1 January 2018.
  • Service members must ensure their email addresses in NSIPS are correct to ensure timely delivery.

Detailing Update – Orders, PRDs, Resignation, Retirement, a Survey, and War College

Here are a few notes one of the Detailers sent out yesterday:

Delayed Order Release

Due to financial constraints, no orders have been released in the last several weeks. We acknowledge this is incredibly inconvenient to our constituents. Standby for more information, we will pass it as we get it.

Expired Projected Rotation Dates (PRDs)

Many officers have PRDs that are set to expire this summer. Officers with expired PRDs are attractive targets to place in high priority OCONUS and operational billets. Please get your extension requests in ASAP.


Officers planning to resign or retire should have their requests in 9 months prior to their requested detachment month. Requests turned in less than 6 to 9 months prior to requested detachment will be kicked back. There were several officers extended past their obligation because they did not send their request in on time.

The earliest these can be submitted is 12 months prior to requested detach date.

Survey for Officers with a 2017 PRD

If your PRD was in 2017 and you accepted PCS orders or extended, please consider completing a one minute survey to assess attitudes regarding the billet assignment process among Medical Corps officers. The survey will close June 1st.

Last year we administered a survey of Navy Medical Corps officers to assess attitudes regarding the billet assignment process. We took measures to improve the process for billets assigned in 2017 and we are administering another short survey to measure improvement. The results, available at the end of the survey, will be briefed to leadership and made public. THANK YOU!

How to Resign Worry Free

Recently Navy Personnel Command (PERS) has started enforcing some policies that had largely been ignored, and I’ve heard a few horror stories from people trying to resign from the Navy.  With that in mind, here is how you can resign without encountering problems.  Assuming that you’ve already decided to resign, here are the steps you need to take to make sure the ride is not a bumpy one.

STEP 1 – Confirm Your Obligated Service Date

There’s nothing like thinking you are eligible to get out only to find out that you are not.  Your Detailer is your POC to figure out when you are eligible to resign.

STEP 2 – Negotiate Your Date of Resignation and Terminal Leave With Your Command

When you submit a resignation request to PERS, you specify the month you want to resign.  The specific date and how much leave you get is between you and your command, not PERS.  You need to approach your chain of command about the specific date you want to resign and how much leave they’ll give you.

STEP 3 – Submit Your Paperwork 9-12 Months Ahead of Your Desired Month of Resignation

This has always been the required timeline, but last minute requests were accommodated.  Not anymore!  PERS has recently reminded people of this timeline and widely advertised that any requests received less than 6 months before the desired resignation date will be returned to the officer and not processed.  Because of this, you need to make your decision and then stick to the 9-12 month timeline.  In addition, if you get within 6 months of your projected rotation date (PRD) and have not notified your Detailer of your intention to resign, he/she can write you orders whether you want to stay in or not!  Don’t tempt the Detailer.

If you are deploying and you’ll be gone during this timeframe, you need to get the paperwork ready before you leave.  You can’t submit a request more than 12 months early, but you can certainly have it ready to go so that you submit it when you hit the 9-12 month window.

STEP 4 – Track the Progress of Your Request Weekly

The Navy is filled with officers who did not track the progress of their request and paid the price.  Because your request has to go to PERS with the endorsement of your CO, it needs to go various places at your command before it is submitted.  Realize that each stop in the chain of command is a potential place for it to get lost.

STEP 5 – Make Sure Your Request is Submitted to PERS

Most officers will have a personnel department of some kind that will submit their request for them, but just in case you don’t, here are the official instructions for how to submit the request from the PERS resignation website:

“Resignation requests can be mailed to PERS-834F to the address listed below, by fax, or sent in PDF format by email to Email submissions are highly recommended and preferred. All requests must be submitted 9-12 months prior to the desired separation date.”

STEP 6 – Make Sure Your Request was Received by PERS

Again, from the PERS website:

“After sending your resignation request to PERS-834F, you and your current Command will receive confirmation via message traffic and BOL that your request has been received for processing. If you do not receive confirmation within 2 WEEKS after your Command has forwarded your request to PERS-834F, please call NPC’s customer service call center, 1-866-827-5672 for routing to PERS-834F.”

STEP 7 – Check to Make Sure There are No Issues Every Few Months

This will probably make the Detailers cringe, but oh well.  It is their job to serve as your advocate, and I think you should touch base with them every two months or so until you have released resignation orders in your hand.
