RMKS/1. This NAVADMIN solicits applications and provides guidance for the
Fiscal Year (FY) 2025 Enlisted to Medical Degree Preparatory Program (EMDP2),
Cohort 12.

2. The EMDP2 is a two-year undergraduate education program open to Sailors
of all ratings who meet eligibility requirements in line with reference (a)
and the EMDP2 website at https://medschool.usuhs.edu/academics/emdp2.
The EMDP2 is a partnership between the Uniformed Services University of the
Health Sciences (USUHS) and the military Services to provide an opportunity
for highly motivated, academically promising enlisted Service Members. The
EMDP2 consists of intensive coursework, preparation, and mentoring to prepare
students for application to medical school.
Upon completion of the program, successful students will be competitive for
acceptance to medical schools in the United States.

3. Selectees are assigned to the USUHS in Bethesda, MD for two years.
Individuals selected for the EMDP2 program will remain on Active Duty while
completing coursework and will receive pay, allowances, benefits, and
privileges of their current paygrade.
Selectees will receive permanent change of station orders to USUHS for the
entire length of the course. USUHS will pay all school expenses (e.g. books,
tuition, labs, etc.) for the entire length of the course.

4. Deadline for submission of applications for FY25 enrollment is no later
than 30 September 2024. Application packages must be received on or before
the deadline date. No additional documents or packages will be accepted
after this date. Application requirements are specified on the EMDP2
website, located at https://medschool.usuhs.edu/academics/emdp2.

5. Strict adherence to package submission requirements will be a primary
factor for selection. Request that applicants review their package in its
entirety before submitting it. A minimum score of Good on the latest
physical fitness assessment and qualifying Scholastic Assessment
Test/American College Test scores are required.

6. Applicants assigned to a nuclear training command or who hold a nuclear
Navy Enlisted Classification (N13O, N13S, N14O, N14S, N15O, N15S, N16O, N16S,
N23O, N23S, N24O, N24S, N25O, N25S, N26O, N26S, N59X, N89X) must obtain a
conditional release from their nuclear field duty before submitting an EMDP2
application for consideration for the FY25 board, in line with reference (b).
To obtain a conditional release, applicants must submit an Electronic
Personnel Action Request (NAVPERS 1306/7) to the Nuclear Propulsion Program
Manager (OPNAV N133) via the detailer at Enlisted Nuclear Power/Submarine
Assignments (PERS-403). The FY25 board will only consider nuclear enlisted
candidates who have a conditional release included in their EMDP2
application.

7. Completed electronic applications and supporting documents should be
submitted via Department of Defense Safe at https://safe.apps.mil/
to the following e-mail address: EMDP2-application@usuhs.edu.
If documents are encrypted, e-mail the passphrase to EMDP2-
application@usuhs.edu. Use the following naming convention for e-mails and
document file names: LAST NAME (all caps), matriculation year, and last four
digits of social security number, plus any other identifier you choose.

Medical Service Corps (MSC) In-Service Procurement Program (IPP) Selection 
Board.  The MSC IPP Selection Board will convene in the Fall of 2024.

2.  Eligibility criteria.  Application procedures and requirements are 
outlined in this NAVADMIN, chapters 1, 2, and 6 of reference (a) and 
reference (b), which can be viewed on the MyNavy HR website under officer 
community managers at

3.  Applications will be accepted for the following specialties:
Health Care Administration (HCA), Entomology, Industrial Hygiene, Medical 
Laboratory Science, Environmental Health, Radiation Health, Clinical Social 
Work, Pharmacy, Occupational Therapy, and Physician Assistant.

4.  Applicants must include a conditional release in their application.
    a.  Applicants assigned to a nuclear training command or who hold a 
nuclear Navy enlisted classification must submit an Enlisted Personnel Action 
Request (NAVPERS 1306/7) form to the Nuclear Propulsion Program Management 
Office (OPNAV N133) via their detailer.
    b.  Applicants not assigned to nuclear programs must submit a NAVPERS 
1306/7 to their enlisted community manager to obtain the conditional release.

5.  Applicants for training must provide an acceptance letter from an 
accredited university in line with reference (b) and submit a scholastic 
aptitude test, American college testing, graduate record examination, 
graduate management admission test, or pharmacy college admission test 
scores, as applicable.

6.  Amplifying guidance for the AY25 MSC IPP Selection Board:
    a.  HCA direct.  Must have an accredited master's degree prior to the 
application deadline.
    b.  HCA training.  Must include an acceptance letter from either the 
Army-Baylor University graduate program in HCA or the master of HCA and 
Policy degree at the Uniformed Services University of the Health Sciences.
    c.  Physician Assistant:
        (1) Official transcripts from all attended academic institutions must 
be requested and sent by the institution directly to the University of 
Nebraska Medical Center (UNMC) Centralized Application Service (CAS) no later 
than 14 June 2024.  The UNMC online application provides the instructions and 
appropriate mailing address.  Application to the UNMC Physician Assistant 
Program must be initiated online via the UNMC CAS system on the MyNavy Portal
(MNP) website at https://www.mnp.navy.mil/group/career-
planning/commissioning-programs via the MSC IPP, UNMC application link no 
later than 14 June 2024.  No documents need to be uploaded into the UNMC CAS 
system.
        (2) Completion of the online application does not qualify as 
submission of the application.  Hard copy applications must be mailed to 
Naval Medical Leader and Professional Development Command
(NMLPDC) no later than 31 July 2024 (see paragraph 9).  Applicants will be 
notified of their academic eligibility well before the official MSC IPP 
application deadline.

7.  Applicants must not have reached their 42nd birthday by the time of 
initial appointment and commissioning.  Age waivers up to age 48 are 
available.

8.  In line with references (a) and (c), applicants are reminded to be 
eligible for voluntary retirement, an applicant appointed as an officer is 
required to complete 20 years of Active Duty service, with at least 10 years 
of service as an active commissioned officer.

9.  Applications must be received no later than 31 July 2024 and mailed to:

selection board.  The AY25 NC MECP Selection Board will convene in the Fall 
of 2024.  NC MECP provides a path for Active Duty (AD) and Training and 
Administration of the Reserve
(TAR) enlisted Sailors and Marines in any rating or military occupational 
specialty who already have some college credit to obtain a baccalaureate 
degree in nursing and a commission in the NC.
Reserve Component enlisted Sailors in any status other than TAR are not 
eligible.

2.  Applications must be postmarked by 3 September 2024 and mailed
to:

Any additional required documentation not yet available for the original

AY25 NC MECP selection board must obtain conditional release from nuclear-

Action Request (NAVPERS 1306/7) form to the Nuclear Propulsion Program 
Management Office (OPNAV N133) via their detailer.
