NARR/REF A IS THE CHIEF OF NAVAL OPERATIONS NAVIGATION PLAN FOR AMERICA'S

RMKS/1.  This message announces the availability of the Office of Naval 
Intelligence's (ONI) "China Core Knowledge" online course on Navy e -
Learning.  This voluntary and unclassified course is designed to introduce 
and enhance understanding of China's military and naval development for all 
Navy personnel and civilians.

2.  The ONI China Core Knowledge Program provides an understanding of the
following:
    a.  China's naval modernization strategy.
    b.  China's expanding naval capabilities and maritime strategy.
    c.  China's growing regional and global military influence.
    d.  China's approach to information-age warfare.
    e.  China's evolving nuclear development.

3.  The course takes approximately 35-40 minutes to complete.  A 25-question 
knowledge check is included, and users who score 80% or higher will receive a 
transcript acknowledging successful completion and a TWMS record reflecting 
course completion.  This course is voluntary, but Commanders are encouraged 
to incorporate it into command training regimens.

4.  Users can access the course via Navy e-Learning:
    a.  Navy e-Learning URL:  https://learning.nel.navy.mil/.
    b.  Course number: "ONI-CCK-1.1" ("CCK" stands for China Core Knowledge).
    c.  Users can search for the course by name/number or locate it under the 
"What's New" section of the "Course Catalog" tab by selecting "ONI courses."

5.  The ONI China Core Knowledge study guide is also available to Navy 
employees with a Common Access Card.  This unclassified 53-page guide offers 
readers a deeper overview of China's naval strategy, geography, naval 
leadership, organizational structure, and information on regional 
flashpoints.  The guide compliments the online module. Sailors and civilians 
interested in reviewing the guide will find it on ONI's unclassified 
Sharepoint site AT

6.  Additional China Core Knowledge courses at the SECRET//REL FVEY and 
TS//SCI classifications are forthcoming.  Upon release of respective 
classified platforms, a record message notification will follow.

7.  This learning material strengthens America's Naval Warfighting Ecosystem 
outlined by the CNO in references (a) and (b) by raising our knowledge of our 
peer competitor.

Navy Senior Leadership Seminar in Person at Naval Postgraduate School

Who:  O-6, O-6 selects who are on track for executive medicine

What:  Navy postgraduate school, Navy Senior Leadership Seminar (NSLS) – In person at NPS occurring 21-25 April 2025

When:  21-25, April 2025 (In-person) – only 1 seat for Medicine Corps

Where:  Navy Postgraduate School, Center of Executive Education – Monterey, California

Funding: Tuition is covered by NPS.

  • For In Resident Only: Parent command will provide travel expense, lodging, and per diem. NPS will reserve a block of rooms for participants on the NPS campus at the Historic Del Monte Hotel. Nomination for the course implies the command will commit to funding the nominee if selected.

Process: A list of interested participants will be solicited through Corps leadership and returned to the Corps Chief’s Office for review and selection.  Interested applicants will submit a nomination via their Chain of Command for concurrence and awareness.

Course Description: Target audience are Captains and Captain Selects tracking for executive medicine. The Center for Executive Medicine (CEE) will handle the administrative planning portion once the participant list has been forwarded to CEE. NSLS provides senior officers with an intensive five-day executive education program that introduces the latest best practices in strategic planning, goal setting, strategic communication, effects-based thinking, risk management, financial management and innovation. The program is designed to provide participants with the knowledge and skills required to manage and lead effectively in complex organizations. The NSLS is designed for Navy Captains, high-potential Commanders, GS-15 equivalent civilians, and Fleet/Force Command Master Chiefs. Participants are nominated by their TYCOMs and community leadership.

Objective/Desired End State:

• To learn directly from senior Navy leaders the strategies, policies, and resource issues shaping the Navy’s strategy today and the business processes to achieve that strategy.

• To acquire knowledge that stimulates innovative thinking and provides leadership tools required to meet the challenges posed by senior leadership.

• To share expertise with peers in the course, and to learn from and become aware of the broad range of perspectives represented by peers in the Navy.

• To enhance participants’ individual strengths to support changes set by senior Navy leadership.

The NSLS-O is conducted via Zoomgov.com platform and NSLS-NPS (IN-RESIDENT) is held at the Naval Postgraduate School, Monterey. Requirements for NSLS-O include high-speed internet access, webcam, and microphone capability. Headphones are suggested but not required. Additionally, the use of a private/home computer during NSLS-O rather than an NMCI or other government computer has proven most effective. Feb 2025 Occupational Medicine Course

The Navy and Marine Corps Force Health Protection Command/Defense Centers for Public Health- Portsmouth (formerly Navy and Marine Corps Public Health Center) is offering their Occupational and Environmental Medicine Fundamentals course February 24-28, 2025 (virtually via MS Teams).

The OEM/OHN Fundamentals Course will provide instruction on basic (routine) Occupational Medicine (OM) and how it is practiced in the US Navy/DoD. The course is intended for health care providers (physicians, physician assistants, nurse practitioners) and nurses that do not have formal OM training (i.e., OEM residency or experience) or are new to the Navy/DoD OM program who will be practicing in an Occupational Health clinic or have significant OM-related workload. The course will cover the history of OM, workplace hazards, risk communication, Navy/DoD Occupational Health programs, worksite visits, and available resources. This is NOT a board review course, or intended to be a refresher course for those who are experienced or have taken the course previously.

This course would be a great opportunity for GMOs/Flight Surgeons/UMOs, and physicians who may be interested in pursuing Occupational Medicine as a residency.

CME application is pending and anticipate the course will be approved as it has been in the past. Last course was approved for 24 CME credits.
