      This is what it says in the PD:

      The ideal candidate will possess strong communication skills, knowledge of the business and policy aspects of Navy Medicine, the Department of the Navy, the Department of Defense and will have performed successfully in leadership positions in Navy Medicine. Knowledge of the business and policy of the Defense Health Agency and other Federal entities is desirable. Experience in operational assignments, recruitment, retention, and graduate medical education is desirable. Confident public speaking skills and outstanding military bearing are necessary.

      I know they generally try to get a post-command O6, but the post-command part is a “nice to have” and not necessarily required.
