Where: Milken Institute School of Public Health, The George Washington University, 950 New Hampshire Avenue NW, Washington DC (centrally funded by NML&PDC). CAPT Stacy J. Washington handles the funding if selected for the course.
Uniform: The uniform is NWUs (or Khaki’s) daily aside from SBD required for opening day, embassy visit and graduation day.

Course Description: The purpose of the Interagency Institute for Health Leaders is to provide an opportunity for the seasoned, practicing federal health professional to examine current issues in health care policy and management and to explore their potential impact on the federal health care system. The faculty maximizes the learning experience by presenting materials resulting from research and experience, as well as examples and case studies from the contemporary national health policy decision-making process. Please note the course is a full-time program and individuals selected should be in a TAD status and disengaged from their respective workplace.

Navy Senior Leadership Seminar – Online (NSLS – O)
Who: O-6, O-6 selects who are on track for executive medicine
What: Navy postgraduate school, Navy Senior Leadership Seminar (NSLS) – Virtual 25-29 August 2025
When: 25-29 August 2025 (Virtual) – only 1 seat for Medicine Corps
Where: Navy Postgraduate School, Center of Executive Education – Monterey, California (Virtual)
Funding: Tuition is covered by NPS.
Process: A list of interested participants will be solicited through Corps leadership and returned to the Corps Chief’s Office for review and selection. Interested applicants will submit a nomination via their Chain of Command for concurrence and awareness.
Course Description: Target audience are Captains and Captain Selects tracking for executive medicine. The Center for Executive Medicine (CEE) will handle the administrative planning portion once the participant list has been forwarded to CEE. NSLS provides senior officers with an intensive five-day executive education program that introduces the latest best practices in strategic planning, goal setting, strategic communication, effects-based thinking, risk management, financial management and innovation. The program is designed to provide participants with the knowledge and skills required to manage and lead effectively in complex organizations. The NSLS is designed for Navy Captains, high-potential Commanders, GS-15 equivalent civilians, and Fleet/Force Command Master Chiefs. Participants are nominated by their TYCOMs and community leadership.
Objective/Desired End State:
• To learn directly from senior Navy leaders the strategies, policies, and resource issues shaping the Navy’s strategy today and the business processes to achieve that strategy.
• To acquire knowledge that stimulates innovative thinking and provides leadership tools required to meet the challenges posed by senior leadership.
• To share expertise with peers in the course, and to learn from and become aware of the broad range of perspectives represented by peers in the Navy.
• To enhance participants’ individual strengths to support changes set by senior Navy leadership.
The NSLS-O is conducted via Zoomgov.com platform and NSLS-NPS (IN-RESIDENT) is held at the Naval Postgraduate School, Monterey. Requirements for NSLS-O include high-speed internet access, webcam, and microphone capability. Headphones are suggested but not required. Additionally, the use of a private/home computer during NSLS-O rather than an NMCI or other government computer has proven most effective. Global Health Engagement Operations Course (GHEOC) – 23-27 June 2025 – Bethesda, MD
Background: The Uniformed Services University of the Health Sciences (USU) Center for Global Health Engagement (CGHE) will host the upcoming iteration of the Global Health Engagement Operations Course (GHEOC). The course welcomes a broad range of DoD personnel who directly support DoD GHE strategy, planning, coordination, and execution. This course was previously facilitated by the U.S. Air Force International Health Specialist (IHS) Program, and is the current Joint GHE planning course. The GHEOC is designed, planned, and executed as a partnership among the Service GHE offices, the Combatant Commands (CCMDs), Defense Security Cooperation University (DSCU), USU CGHE, and other partners.
Course Objective: The GHEOC prepares personnel in GHE-focused positions to develop steady-state operations, activities and investments (OAIs) in support of CCMD campaign plan objectives. Steady-state OAIs include Joint, Service, and multinational exercises, as well as security assistance (SA) and Security Cooperation (SC) activities that may build partner capabilities and capacity, enhance strategic partnerships, secure contingency and peacetime access, and promote interoperability. This course focuses on leadership and planner level instruction on: GHE program lifecycle design and management; SA/SC key elements; Assessment, Monitoring, and Evaluation (AME); and structure/functions of Joint and Service headquarters staffs as relates to GHE. Learning activities are built within the course and focus on principles of SA/SC, strategy, and health/medical as instruments of national security.
Intended Audience: The GHEOC is relevant to DoD personnel who plan, coordinate, and execute GHE programs and activities as part of their daily duties, including U.S. Air Force International Health Specialists, U.S. Navy Health Security Cooperation Officers, Army personnel in GHE and medical security cooperation positions, and personnel from joint organizations involved in GHE. The course is open to Active Duty, Guard, Reserve, Civilian, and Contractor personnel with GHE duties. The course will accept a maximum of 60 participants.
Course Logistics: The course will be held 23-27 June 2025 at the Henry M. Jackson Foundation’s Bethesda Auditorium in Bethesda, Maryland. Daily class hours will be 0800 to approximately 1700. Course prerequisites and materials will be provided via the course learning management system. USU CGHE will provide lodging suggestions within the USG per diem rate. Additional details to follow in reporting instructions.
Funding: There are no associated course fees. Any associated TDY costs will be the responsibility of and borne by the Service/organization. All personnel will require command approval to attend.

- personal statement of no more than 250 words detailing how this leader/planner-level course will improve your readiness to plan or manage DoD GHE and/or Security Cooperation programs, and how you intend to contribute your expertise/experience to the benefit of the course.

JOINT MEDICAL EXECUTIVE SKILLS INSTITUTE (JMESI) – VIRTUAL CAPSTONE for MHS LEADERS COURSE

What: Joint Medical Executive Skills Institute (JMESI) – CAPSTONE for MHS Leaders Course
When: July 15-18, 2025 (Virtual – 8-9 seats allotted for Medical Corps)
Course Description: The LEADS Capstone Course is a pinnacle educational event for senior leaders in the MHS. Each Navy Medicine Career Planner nominates senior grade officers, primarily in the grade of senior O6, to attend this course. Priority is given to new lead agents, commanders of larger facilities, command surgeons, and other senior medical department officers in key staff positions who will benefit from exposure to and familiarity with entities that shape the MHS. The course provides participants with exposure to the operations of the various organizations within the Department of Defense, pertinent congressional staffs, and the offices of the three Surgeons General. Participation in the Capstone Course will enhance the understanding of how national healthcare policies are formed, and by whom, and how they are implemented and put into operation.
With the smaller class size, direct interaction with policy makers and military health care leaders, and its joint audience the Capstone Course has come to provide firsthand, real world, applicable knowledge/information for the attendees to incorporate into their day-to-day and future work in the MHS.
Upon completion of the course the participants will:
- Have an enhanced understanding of MHS policymaking including how policies are disseminated and the legal basis for those policies.
- Gain a deeper sense of TRICARE issues and policies that shape the delivery of DOD health care.
- Become familiarized with information systems to support executive decision-making, as well as tools for evaluating quality assurance, customer satisfaction, and metrics.
- Opportunity to discuss issues of retention and recruitment from the military and national perspectives as well as financial and business matters as they relate to the MHS.
- Share networking opportunities to include, but not limited to the Surgeons General, members of other services serving in similar capacities, OSD leaders including Deputy Secretaries, the VA, civilian health program managers, and academia.
- Become familiar with unique ways of dealing with human relations and gain a better appreciation for the way they are perceived by others.
- Exchange ideas on current issues such as risk management, patient safety, Homeland Security, bioterrorism, war fighters (the line) and Reserve Forces.
- Gain an enhanced appreciation for transformation and fiscal issues within the DOD.

RMKS/1. This message announces the availability of the Office of Naval
Intelligence's (ONI) "China Core Knowledge" online course on Navy e -
Learning. This voluntary and unclassified course is designed to introduce
and enhance understanding of China's military and naval development for all
Navy personnel and civilians.
2. The ONI China Core Knowledge Program provides an understanding of the
following:
a. China's naval modernization strategy.
b. China's expanding naval capabilities and maritime strategy.
c. China's growing regional and global military influence.
d. China's approach to information-age warfare.
e. China's evolving nuclear development.
3. The course takes approximately 35-40 minutes to complete. A 25-question
knowledge check is included, and users who score 80% or higher will receive a
transcript acknowledging successful completion and a TWMS record reflecting
course completion. This course is voluntary, but Commanders are encouraged
to incorporate it into command training regimens.
4. Users can access the course via Navy e-Learning:
a. Navy e-Learning URL: https://learning.nel.navy.mil/.
b. Course number: "ONI-CCK-1.1" ("CCK" stands for China Core Knowledge).
c. Users can search for the course by name/number or locate it under the
"What's New" section of the "Course Catalog" tab by selecting "ONI courses."
5. The ONI China Core Knowledge study guide is also available to Navy
employees with a Common Access Card. This unclassified 53-page guide offers
readers a deeper overview of China's naval strategy, geography, naval
leadership, organizational structure, and information on regional
flashpoints. The guide compliments the online module. Sailors and civilians
interested in reviewing the guide will find it on ONI's unclassified
