Navy changes its transfer policy in response to sailor’s death
BLUF – The Navy now requires sailors under investigation for sexual assault or stalking to be temporarily transferred only to shore commands, with commanders coordinating those moves with NCIS, law enforcement, Sexual Assault Response Coordinators, and the gaining command—a change made after the murder of Petty Officer 3rd Class Angelina Resendiz by a sailor who had been transferred to her ship while facing prior allegations. For Navy Medicine, the policy strengthens safeguards for potential victims and requires closer coordination among command leaders, behavioral health teams, victim advocates, and investigators when misconduct allegations create risks to safety, unit cohesion, or good order and discipline.
