RMKS/1. This NAVADMIN issues Fiscal Year (FY) 2024 general military
training (GMT) requirements for all Navy Service Members. These
requirements are mandated by Congress and the Department of Defense
in line with references (a) through (i). In the competition with
our pacing challenge, the individual readiness of our people is our
warfighting advantage. This GMT provides sailors baseline training
to protect fellow sailors from harm, protect our operations, and
protect our networks and information-key tenets that make us better
warfighters.
- In response to Fleet feedback, Navy has minimized mandatory GMT
topics. In all cases, commanders are expected to use their judgment
to tailor GMT to best meet the needs of their command and ensure
critical concepts resonate in a way that makes us better. - FY24 Mandatory GMT Topics:
a. Below are the Mandatory GMT topics for FY24:
(1) Controlled Unclassified Information (CUI).
(2) Records Management in the DON: Everyones Responsibility.
(3) NCIS Counterintelligence and Insider Threat Awareness
and Reporting.
(4) DOD Cyber Awareness Challenge 2024.
(5) FY24 Operations Security (OPSEC).
(6) Sexual Assault Prevention and Response (SAPR) Awareness.
(7) Suicide Prevention.
b. Mandatory GMT topics can be found on the GMT webpage at
https://www.mnp.navy.mil/group/general-skills-training/gmt/. - FY24 Command Discretion GMT Topics:
a. Command discretion GMT is not required annually, but may
have situational requirements (e.g., initial entry, pre-deployment,
career milestones, personal financial readiness touchpoints, etc.)
b. Below are the Command discretion GMT topics for FY24:
(1) Antiterrorism Level I Awareness.
(2) Influence Awareness – Countering Disinformation.
(3) Navy Energy – Enabling Combat Operations.
(4) Center for Development of Security Excellence Counterintelligence.
(5) Operational Risk Management.
(6) Traumatic Brain Injury Training for Service Members.
(7) Personal Financial Management.
(8) Crew Endurance and Fatigue Management.
(9) Domestic Violence – All Hands.

Navy Announces FY-20 General Military Training Requirements

PENSACOLA, Fla. (NNS) — The Navy announced fiscal year (FY) 2020 General Military Training (GMT) requirements via Naval Administrative Message (NAVADMIN) 191/19, released Aug. 13.
The number of mandatory topics has been reduced to empower commanders with a greater ability to decide what training their personnel should receive. As part of Sailor 2025’s initiatives, reducing administrative distractions continues to be a focus, as well as encouraging commanders to personally interact with their teams to share insight on the issues affecting warfighting readiness of the force.
Military GMT requirements and resources for the mandatory and 14 command-discretion training topics are available on My Navy Portal at https://my.navy.mil. Once logged in, select “Career and Life Events” at the top of the page, then select “Training, Education, and Qualifications” from the drop-down menu. On the following page, select “Training” on the left of the page, then select “GMT” from the drop-down menu.
The webpage provides topic-specific information such as requirements for instructors and documentation, the ability to conduct training in combined military-civilian sessions, and links to instructor guides and other training products.
The mandatory GMT topics include Sexual Assault Prevention and Response Awareness; Cyber Awareness Challenge; Counterintelligence Awareness and Reporting; Privacy Act; and Suicide Prevention.
Personnel with less than three years of time-in-service must also complete Anti-terrorism Level 1 training. For personnel with greater than three years of time-in-service, Anti-terrorism Level 1 periodicity is now a triennial requirement and will be mandated for all hands in FY-22.
Command Discretion GMT topics that commanding officers may assign include Alcohol, Drugs, and Tobacco Awareness; Combating Trafficking in Persons; Domestic Violence Prevention and Reporting; Electromagnetic Warfare; Energy Policy; Equal Opportunity, Harassment, and Resolution Options; Hazing Policy and Prevention; Operational Risk Management; Operations Security; Personal Financial Management; Records Management; Sexual Health and Responsibility; Stress Management; and Traumatic Brain Injury.
Personal Financial Management does not have a mandatory periodicity but is required at career touchpoints.

Navy Ends Online GMT Requirements

WASHINGTON (NNS) — The Navy announced Monday that effective immediately, Sailors will no longer be required to log onto Navy Knowledge Online, Navy eLearning or My Navy Portal to complete General Military Training (GMT) for any topic except Cybersecurity as outlined in NAVADMIN 072/17.
Chief of Naval Personnel Vice Adm. Robert Burke said that during Fleet visits he often hears Sailors say online training is ineffective and impersonal. This effort, he said, is aimed at improving leader engagement opportunity, reducing administrative distractions and addressing Sailor’s frustration with current online training products.
“I want Sailors to know we’ve heard them,” Burke said. “This is about restoring an important leader engagement opportunity – an opportunity to talk about integrity, accountability and character, something today’s online products are missing. There is no doubt this approach will yield an even greater competitive edge for the Navy.”
While there are still annual GMT requirements, individual commands now have the flexibility to complete required training when and how they see fit. Existing training materials will remain on Navy eLearning and My Navy Portal, providing an outline for commands to use.
To maximize training effectiveness, units should look to conduct GMT in small groups, which will allow leaders to engage Sailors with meaningful discussion and focus on character, as part of the Navy’s continuing Fleet-centered leader development.
Going forward, the Navy plans to overhaul GMT and other on-line eLearning products to make them more engaging and personalized, but not at the expense of leadership engagement, Burke said.
While Suicide Awareness, Equal Opportunity and Sexual Harassment and Sexual Assault Prevention and Response training may require a more formal setting, and may benefit from supplementation by existing seminar discussion material available from “Chart the Course” or “Full Speed Ahead” training, other topics such as Records Management, Operations Security, and Privacy and PII, can be conducted at quarters, all-hands calls, divisional training using existing learning objectives and material to elicit discussion to the point that the leader is satisfied that the learning objectives are understood.
While there is no requirement to document the completion of GMT in the Navy eLearning Learning Management System, Commands are encouraged to keep local records. The Cyber Awareness Challenge V4 (DOD-IAA-V14.0) can be found on Navy Knowledge Online, Navy eLearning or My Navy Portal.
