In a novel experiment, the Pentagon is going to pay civilian ambulances for lifesaving blood
BLUF – The Pentagon’s TRICARE program will launch a five-year demonstration in January 2027 that separately reimburses authorized civilian ground and air ambulances for medically necessary whole blood or blood-component transfusions, testing whether payment reform can expand lifesaving prehospital blood access, particularly in rural areas. For Navy Medicine, the project translates lessons from combat casualty care into the civilian trauma system and could generate evidence supporting broader reimbursement, logistics, training, and blood-management models that also strengthen expeditionary transfusion capabilities and military-civilian trauma partnerships.
