Joel, Solution is extremely simple – pay them. Federal salaries are extremely low for civilian nurses and physicians. Hopefully you will be in flag position to make this happen someday 🙂 Our active duty and veterans deserve better! V/R COL Blain
I would also say that the application process for someone wanting to join, in my case, the Navy Nurse Corps has been such a long process, with many unknowns, in which I can see people not committing.
